Subsidies for laying an intensive orchard in 2026–2027
The state reimburses part of the cost of laying an orchard, and the amount depends on how many trees you plant per hectare. Here is what is known as of November 2026 and what to do before ordering saplings.

A hectare of intensive orchard costs millions of roubles (cost breakdown by line), so a subsidy often decides whether to plant this season or the next. The support rules were amended at the end of 2025. Below are the rules, the density coefficients and the figures for Stavropol Krai. The base rate per hectare and the current application procedure come from the regional ministry of agriculture, and they are worth requesting before you order saplings.
What exactly is subsidised
The basis is Decree of the Government of the Russian Federation No. 1722 of 1 November 2025. It amended Decree No. 717 of 14 July 2012 (the State Programme for Agricultural Development). The amendments cover fruit and berry production, including planting material, laying and care of perennial plantings (other than vineyards) and nurseries.
According to trade-press summaries of the decree, the rules for laying look like this:
- The subsidy is paid per hectare for laying perennial plantings and nurseries, including a trellis and/or anti-hail netting.
- Care is subsidised until commercial fruiting begins, but for intensive orchards for no more than three years from the year of laying.
- The amount depends on planting density through a raising coefficient (table below).
Publications describe the dates on which individual provisions apply in different ways, so we give no dates. Check the decree text on the pravo.gov.ru portal, and ask the regional ministry of agriculture for current rates and the application procedure.
Where the money comes from and whom to ask
Federal budget funds go to regional budgets, and farms apply to the regional ministry of agriculture. In Stavropol Krai that is the Krai Ministry of Agriculture, the body to ask about conditions and deadlines. In 2026 horticulture support in the krai is distributed after a competitive selection.
The federal scale was given by Deputy Minister of Agriculture A. Razin in May 2025 (as reported by Interfax). State support for horticulture in 2025 was RUB 7.5 billion, about 29% more than the year before. At least 27 thousand hectares of new orchards are planned for 2025–2027, with priority for intensive and super-intensive ones.
Density coefficient and planting scheme
The base per-hectare rate is multiplied by a coefficient, and the denser the planting, the higher it is. Minimum values from summaries of the decree:
| Planting density or type | Minimum coefficient |
|---|---|
| more than 1,250 plants per hectare | not less than 1.4 |
| more than 2,500 plants per hectare | not less than 1.7 |
| more than 3,500 plants per hectare | not less than 3 |
| nurseries | not less than 3 |
| mother plantings | not less than 6 |
Here is how this maps to typical M9 schemes. Trees per hectare equal 10,000 m² divided by the area per tree; how to choose a scheme is covered in how many saplings per hectare.
| Scheme, m | Trees per hectare | Group in the table |
|---|---|---|
| 3.5 × 1.2 | 2,381 | more than 1,250, coefficient not less than 1.4 |
| 3.5 × 1.0 | 2,857 | more than 2,500, coefficient not less than 1.7 |
| 3.5 × 0.8 | 3,571 | more than 3,500, coefficient not less than 3 |
Between 3.5 × 1.0 and 3.5 × 0.8 the minimum coefficient rises from 1.7 to 3, about 1.8 times. The orchard has 714 more trees (a 3.0 × 1.0 m scheme, 3,333 trees, stays in the “more than 2,500” group). At the grade 3+ price (RUB 400 with VAT on the price list of 9 October 2026) that is RUB 285,600 per hectare for saplings alone, plus more trellis and labour. Whether the difference covers the extra cost depends on the base rate, which the regional ministry names. A scheme should not be chosen only for the coefficient, because it also sets the trellis, the cultivars and the amount of work.
Stavropol Krai in 2025 and 2026
The krai figures come from regional media. For 2025 they were given by First Deputy Minister of Agriculture E. Tambovtseva, and the 2026 figures are from the ministry press service of 30 January 2026.
| Indicator | 2025 | 2026 |
|---|---|---|
| Subsidies to orchard growers | RUB 677.7 million | RUB 528.4 million from federal and krai budgets |
| Orchard laying | plan 504 ha, more than 420 ha laid by 10 December | 250 ha |
| Care of plantings | – | 1,680 ha |
| Nurseries | – | 120 ha |
Compare the sums for different years with care, because the 2025 sum was named in December 2025 and the 2026 volume was announced in January. The laying area can be compared as it stands. The 2026 plan of 250 hectares is about half the 2025 plan, and that is a reason to assemble the documents in advance.
What is proposed from 2027
According to Rossiyskaya Gazeta of 16 July 2026, the Ministry of Agriculture proposes a new procedure for distributing federal funds among regions from 1 January 2027. The data source would be the regions’ own planned indicators for fruit and berry production and for laying and care of perennial plantings. This is a ministry proposal, not an adopted document, and the article does not say how it will affect rates and deadlines in your region.
What a sapling buyer should do
- Read decree No. 1722 on pravo.gov.ru. The coefficients in this article follow summaries of the decree, so check them against the text.
- Ask the regional ministry for current rates, the list of documents and application dates. Ask in writing or write the answer down.
- Find out whether the subsidy is paid in advance or after costs are incurred. That decides where the money for the sapling prepayment comes from.
- Settle the planting scheme before ordering. It sets the number of saplings and the coefficient group.
- Match your payment schedule to the nursery’s terms. Ours are 30% on signing the contract and the balance 10 days before pickup. Lifting windows and a worked payment schedule are on the pre-order page.
- Find out in advance which documents for planting material the application needs, and compare them with what the nursery issues (what to check in the documents).
Planning an orchard for 2027?
Send the area and planting scheme. We will price a lot of apple saplings on M9 and agree a lifting window. The minimum lot is 6,000 saplings.

The essentials, in brief.
What is subsidised when laying an orchard?
According to summaries of decree No. 1722, the subsidy is paid per hectare for laying perennial plantings and nurseries, including a trellis and anti-hail netting. Care of an intensive orchard is subsidised until commercial fruiting begins, but for no more than three years from the year of laying. How does planting density affect the subsidy?
The base rate is multiplied by a raising coefficient. The minimum values are not less than 1.4 above 1,250 plants per hectare, not less than 1.7 above 2,500 and not less than 3 above 3,500. A 3.5 × 1.0 m scheme gives 2,857 trees per hectare and falls into the second group. What is the subsidy rate per hectare?
The base rate and your region’s coefficient come from the regional ministry of agriculture. The rate is multiplied by a raising coefficient that depends on planting density. How much was allotted for horticulture in Stavropol Krai for 2026?
According to the krai Ministry of Agriculture press service on 30 January 2026, horticulture support will exceed RUB 528 million (RUB 528.4 million) from federal and krai budgets. The plan is to lay 250 ha, care for 1,680 ha and support nurseries on 120 ha.Where do I apply for the subsidy?
To the regional ministry of agriculture. Federal funds go to regional budgets, and the region announces the procedure and deadlines. In Stavropol Krai that is the Krai Ministry of Agriculture.
